Invision Power Board 2.3 is an incredible forum system. The message board adds a whole lot to make a good community.

My favorite part about the system is all of the special modifications that you can get from places. Almost everything you can imagine can be done on this. The cost is a little high, but I think that it is 100% worth the money to make you have a popular site and to have a good community. The system is even really easy to use. IPB gets a 10/10 from me.
